Turn a sentence into a filter, as the builder

A small model call given the table's fields, example values and the current filter; returns the complete filter to apply, or a refusal in plain words.

Requires the records:read scope. Operation apps.filters.suggest. MCP tool apps_filters_suggest. CLI, once published: gtable apps filters suggest.

`Idempotency-Key`	string	no	Any unique string. Sending the same key with the same request again returns the first response (marked `Idempotency-Replayed: true`) instead of running it twice. Reusing it for a different request is refused with 409. Kept for 24 hours. Up to 255 characters.
